Who is eligible to receive MTPL compensation?

Within MTPL policy, a person that has been involved in a traffic accident and has not been found guilty of causing the accident is eligible to receive compensation. These individuals can be:

  • vehicle owners or drivers
  • passengers, even if at the time of the accident they were in the vehicle that caused the traffic accident
  • pedestrians and cyclists
  • individuals whose property has been damaged

Within the MTPL policy losses are compensated according to the “Compulsory Civil Liability Insurance of Owners of Motor Vehicles Law

  • Material losses of a third party caused during a traffic accident
  • Intangible losses of a third party caused during a traffic accident
  • Damage to the property of a third party caused during a traffic accident

What is the territory and period of validity of MTPL policy?

The territory of validity of MTPL policy depends on the agreement signed.

The MTPL Standard agreement is in force in the territory of the Republic of Latvia, European Economic Area (EEA), as well as in certain countries that are member states of the Green Card system but are not member states of EEA: Andorra, United Kingdom, Austria, Belgium, Bulgaria, Czech Republic, Denmark, France, Greece, Croatia, Estonia, Iceland, Italy, Ireland, Cyprus, Lithuania, Liechtenstein, Malta, Netherlands, Norway, Poland, Portugal, Romania, Serbia, Slovakia, Slovenia, Finland, Spain, Switzerland, Hungary, Germany and Sweden.

MTPL policy can be purchased with the validity period of 3 months, 6 months, 9 months or 12 months. A better MTPL policy price will be offered if you purchase the policy for 12 months.

What do you need to know before travelling abroad?

When travelling abroad, take the printout of MTPL policy with you because the Latvian MTPL policy register is not available for the traffic police of other countries, and they will not be able to ascertain the existence of your MTPL policy.

If you plan to go to Albania, Belarus, Bosnia and Herzegovina, Iran, Israel, Russia, Macedonia, Montenegro, Morocco, Moldova, Tunisia, Turkey or Ukraine, you will have to purchase the International Insurance Certificate or the Green Card.

What affects the price of the MTPL policy?

The price of MTPL policy is determined taking into account various criteria, including:

  • Bonus-Malus class,
  • the purpose for which the vehicle is used and the operating conditions,
  • type of vehicle,
  • gross vehicle weight,
  • place of registration of the vehicle,
  • period of validity of the policy,
  • other information available to the insurers.

Bonus-Malus class is an important criteria that affects the price of your MTPL policy. Within the Bonus-Malus system information is gathered on every driver of a vehicle that buys MTPL policy, including the statistics of traffic accidents. The longer your driving track record and the more flawless driver you are, the higher your Bonus-Malus class is which allows to apply discounts for the MTPL policy.

MTPL system in Latvia

MTPL system in Latvia was introduced on 1997. Its aim is to provide the system of Third Part Liability Insurance for motor vehicle owners involved in traffic accidents in Latvia and member states of the Green Card. To ensure smoother operation of the system and implementation of the directives of the European Commission, the Motor Insurers’ Bureau of Latvia (LTAB) was created. It ensures the updating of changes in regulations in the responsible institutions of Third Part Liability Insurance for inland motor vehicle owners. LTAB is also the administrator of the MTPL Guarantee Fund that decides and accounts for the expenditure of funds in conformity with the legislation in force in Latvia, performs the functions of the Green Card Bureau of the Republic of Latvia, as well as the information centre, and is the member of the Council of Bureaux of the Green Card system.

Ways of purchasing the policy

BTA MTPL policy can be purchased in the following ways:

  • the simplest and easiest way is to purchase it online. Filling out the electronic form, within a few minutes you will be able to purchase OCTA policy as well as choose additional insurance services that are offered together with MTPL policy. Buying MTPL policy on the Internet is more profitable because you will get a 5% discount.
  • by filling out an application form on BTA website; a BTA specialist will contact you to find out detailed necessary information, prepare the insurance offer and send it to the e-mail address indicated by you;
  • by calling BTA Customer Support Service at 26 12 12 12. It is possible to pay for the insurance policy during the phone call;
  • by visiting BTA Customer Service Centre in person;
  • by contacting BTA agents, insurance brokers.

What to do in case of an accident?

If someone is injured in the traffic accident, act as follows:

  1. To the extent possible, give first aid to the injured person, but immediately contact the State Emergency Medical Service by calling 113 or 03;
  2. Call the traffic police at 110 or 02;
  3. For the clarification of the circumstances of a traffic accident photos can be useful as well so, if possible, take photos of the vehicles right after the accident, without changing their location, and, if possible, record the contacts of the eyewitnesses.
  4. If you have BTA MTPL policy, regardless of whether you are guilty of the caused traffic accident or not, immediately contact the BTA Customer Support Service at 26 12 12 12 to inform about the traffic accident and receive instructions for further actions;
  5. If you have BTA MTPL policy, Green Card or Frontier Insurance contract and you have suffered losses because of another participant of the traffic, then to file the insurance claim you must contact the insurance company that has issued MTPL policy to the owner of the vehicle who has caused the traffic accident. The responsible insurer can be identified using the registration number of the vehicle in the section “Find responsible insurer” on the website of Motor Insurers’ Bureau of Latvia;
  6. If you have suffered losses in a traffic accident caused by a vehicle owner that has BTA MTPL policy, Green Card or Frontier Insurance contract, file the insurance claim as soon as possible.

If nobody is injured in the traffic accident, act as follows

  1. if only two vehicles are involved in the accident, and both drivers can come to an agreement on the circumstances of the traffic accident, no damage has been done to third party’s property and the vehicles do not have such damage that forbids to drive them, fill out the coordinated statement of facts. You will find more information on the completion of the coordinated statement of facts as well as a short video here. You must keep a copy of the completed coordinated statement of facts so that you could submit it to the insurer. The party at fault has to submit the coordinated statement of facts to his insurer within 10 days;
  2. For the clarification of the circumstances of a traffic accident photos can be useful as well so, if possible, take photos of the vehicles right after the accident, without changing their location, and, if possible, record the contacts of the eyewitnesses. Later you will attach the photos to the coordinated statement of facts, when filing the insurance claim.
  3. If there are conditions that do not allow to fill out the coordinated statement of facts, call the traffic police at 110 or 02.
  4. If you have BTA MTPL policy, Green Card or Frontier Insurance contract, regardless of whether you are guilty of the caused traffic accident or not, immediately contact the BTA Customer Support Service at 26 12 12 12 to inform about the traffic accident and receive instructions for further actions;
  5. If you have BTA MTPL policy, Green Card or Frontier Insurance contract and you have suffered losses because of another participant of the traffic, then to file the insurance claim you must contact the insurance company that has issued MTPL policy to the owner of the vehicle who has caused the traffic accident.
  6. If you have suffered losses in a traffic accident caused by a vehicle owner that has BTA MTPL policy, Green Card or Frontier Insurance contract, file the insurance claim as soon as possible.

If the traffic accident has taken place abroad, in any of the Green Card system member state that is not a member state of the European Economic Area, the people involved in the traffic accident have to report the accident to the traffic police and the country’s Green Card bureau. The addresses and phone numbers of the Green Card Bureaus of the member states of the Green Card system are indicated on the other side of the Green Card policy form. If the responsibility of the vehicle owner who has caused the traffic accident is insured by an European Economic Area insurance company, the losses are compensated by its authorized representative in the Republic of Latvia or, if such does not exist, by the Motor Insurers’ Bureau of Latvia.
